The Secretariat

The Secretariat acts to administer the region, deal with issues on a regional scale, and to mediate disputes that can't otherwise be solved. The Secretariat is elected every 40 days from a vote by the whole region.

The roles are as follows:

Secretary-General

Oversee term objectives of the Secretary of Internal Affairs and the Secretary of Inter-Regional Affairs.
Maintain the World Factbook Entry.
Act as the supreme voice on all disputes (their word is law in this respect).
Process applications with the Secretary of Internal Affairs and Secretary of Inter-Regional Affairs.

Secretary of Internal Affairs:

Help to maintain the map.
Act as the first port of call for any RP-related disputes (they can defer disputes to the Secretary-General if desired).
Help to ensure regional security through checking for puppets.
Process applications with the Secretary-General and Secretary of Inter-Regional Affairs.

Secretary of Inter-Regional Affairs:

Recruit among the forums and feeder regions (they may use volunteer nations to aid in this).
Represent Serenia when offering or being offered embassies.
Organise any inter-regional RPs or other projects.
Process applications with the Secretary-General and Secretary of Internal Affairs.

Serenia Canon

Serenia is part of the NSverse. This means you can include other countries outside of Serenia in your history, RPs (where applicable) and other events.
Serenia is MT. This means anything from 10 years in the past to 5 years in the future is permitted. Magic or other fantasy elements are not. Ponies are. N.B. This means that technology levels can reach up to 5 years in the future; all nations will operate in a current time setting.
If realism risks an RP becoming boring, unplayable or pointless, then scrap the realism and just have fun.
Human rights can be cited as a genuine legal doctrine, and for this purpose the Universal Declaration of Human Rights shall be used.
Ponies are allowed in this region. If anyone starts an RP in which they do not want ponies then they can and must state so during the planning stage or on the OP.
Points shall be added to this list when the situation arises and has been resolved through regional discussion.
